The standard procedures for landlord-tenant evictions are significantly altered when you deal with mobile homes which are on the property of the mobile home park but are either owned or leased by the lot owner, and at some point, potentially fall into default in payments for mobile home or lot or both requiring court procedures. these procedures are unique to mobile homes or manufactured homes in Georgia, and a careful understanding of, the statutory procedures and the practical considerations are key.

Judge Louis Levenson has practiced law in Georgia since 1978, and today specializes in wills, trusts, fiduciary accounting, probate and estate litigation. Across his 44-year career, he also served from 1984 – 2015 as a part time Magistrate and State Court Judge and having heard over 500,000 cases relating to dispossessory and eviction disputes.

Judge Levenson graduated from the Emory University School of Law in 1978. He is admitted to practice law in Georgia (1978), New York (1983), South Carolina (1994) and Texas (2017), as well as to several federal district and the Supreme Court of Georgia.

He has been an instructor for the Institute of Continuing Judicial Education at the University of Georgia in Athens, Georgia, and a frequent lecturer on landlord/tenant law for Georgia State University and other organizations.

Tanner Buuck has been with Yardi for five years and is a manager for the manufactured housing sales team. Tanner works with businesses of all sizes to further improve Yardi’s offering of manufactured housing software solutions.

Tanner was one of the first employees to head up the sales effort for the Yardi Breeze Premier manufactured housing suite back in 2019 and has helped Yardi grow market presence and awareness within the industry. Before joining the manufactured housing team, Tanner was an account executive for multifamily, commercial, and HOA software solutions. He holds a B.A in Business Administration from Concordia University Portland.

Maria Horton serves as both Director of Marketing and Regional Manager for Newport Pacific Capital Company, Inc. 

Newport Pacific is a full-service property management company located in Newport Beach, CA, specializing in manufactured home communities, apartment complexes, condominium associations and RV parks and resorts. Newport Pacific has been a leader in the property management industry since 1980 and oversees properties throughout the United States.

Maria has an exceptional business acumen in the manufactured housing industry. She also has experience in property management, home sales, leasing, marketing, budget preparation, vendor contract negotiations and development of on-site personnel.

She holds her MCM, MHM, CAM, CCRM, CMCA and AMS designations and, also is a licensed manufactured housing salesperson.

In 2009, the Mayor and City Council of Carson appointed Maria to sit as a member of the Mobilehome Rental Review Board. She currently remains an active member of this board. The City of Carson is known throughout the state of California for its strict rent control ordinances. 

In 2019 and 2021, Maria was appointed to the City of Costa Mesa’s Mobilehome Park Advisory Board where she continues to serve at this time.

Maria was appointed in 2021 to serve on the CMHI Foundation Board as Treasurer.

In late 2021, Maria Horton, along with Co-Founder, Justine Natalie, with the assistance of board members, Sherrie Clevenger, Kim Shultz-Rainford and Maryuri Barberan, helped to create WAMH. This is the Women Advancing Manufactured Housing movement established to mentor and recognize the accomplishments of women in our industry. The organization, open to both men and women members, also hopes to assist with improving the perception of our industry through its members’ efforts. 

In 2022, Maria was appointed to the MHI NCC Board of Governors where she will serve a 3-year term addressing the issues of communities in our industry, nationwide. Maria will be involved in industry discussions of MH community, home, and lifestyles via various forms of media to increase awareness of our achievements. 

Also, in March of 2022, Maria was appointed to the Manufactured Housing Communities of Arizona Board of Directors and continues to serve.

Maria is also currently a member of the American Legion Women’s Auxiliary where she assists with activities provided by this organization that assist our soldiers and veterans.

Maria shares her passion through her dedication to continue to improve her knowledge in our industry with exemplary service. She is a frequent speaker and attendee at industry conferences. throughout the United States where she proudly represents her company and its accomplishments.

Ekaterina Stepanova is a partner at M2K Partners, which owns and operates manufactured communities across 6 states and totaling over 850 spaces.

She is the Founder of  “MHP Tribe,”  a community supporting mobile home park investors with a focus on creating a self-managed business for financial and time freedom. 

Most recently she was a co-organizer and speaker at SECO (National Conference for Manufactured Housing Community Owners) in 2020 and 2021, and has given presentations at the TexCo 2022 and 2023 and Biloxi Expo 2022 conferences. 

Ekaterina brings a fresh perspective of a new generation mobile home park investor/owner and operator in the largely “Mom and Pop” represented industry as well as a female industry leader point of view.

Margo Napoles is the Executive Vice President of Tranquilo Communities overseeing operations of 18 communities in 8 states. 

She is currently the Vice Chair of the IL Manufactured Housing Association and Chair of the Legislative Committee. Having been on the Board of Directors for the last 6 years she’s successfully lobbied against Rent Control countless times and lead the team for the passage of the Assistance and Service Animal Integrity Act. 

Having started her career as a maintenance tech she provides a unique perspective and is recognized for her expertise and innovative approach. Victoria Cowart, CPM, NAAEI Faculty, is the Director of Education & Outreach for PetScreening. Previously, she was a direct multi-family industry member with extensive experience providing management and oversight for multifamily housing communities (conventional & subsidized), mobile home communities, and HOAs. She is a property management instructor and a proud graduate of both the NAAEI Advance Facilitator Training and the NAA Lyceum Program.

Victoria obtained her degree in the Management of Human Resources and then her industry CPM designation. She was honored to be commissioned a SC "Palmetto Patriot," to receive the Charleston Regional Business Journal's Executive "Influential Women in Business," and the NAA AIMS Grassroots Member Advocate of the Year. Victoria has served the industry as President of both the local and state affiliates. She has proudly served the National Apartment Association as a Region IV Regional VP and as the Chair of four committees—most recently the Legislative Committee in 2021.
